To the Honorable LA County Supervisors: RE: Notice to the Honorable Los Angeles County Supervisors of Complaints against Los Angeles County Sheriff's Department filed with Los Angeles County Ombudsman Stephanie Maxberry, and request for assistance by the Honorable Michael Antonovich, Los Angeles County Supervisor in ascertaining adequate investigations. Please take notice of the complaints against the Los Angeles County Sheriff's Department, copied below, alleging Human Rights abuses of historic proportions in Los Angeles County, California, including, but not limited to: a) Routine arrests and jailing with no valid warrants, covered up through the false data entered in the fraudulent online Inmate Information Center; b) Routine refusal of the Sheriff's Department to allow access to true arrest and booking records, to cover up such false arrests and bookings, instead providing the false data from the online Inmate Information Center - such conduct amounts to disregard of California Public Records Act, Cal Gov Code §6254(f); c) Corruption of bail/bond services and alleged large-scale embezzlement of public funds, where all bail/bonds are listed in the fraudulent online Inmate Information Center at $0.00, and no records of the monetary transactions with the Sheriff's Department are provided to the inmates; d) Misprision of felonies by the Sheriff's Department, and allowing and cover up of vigilantism by bail/bond services; e) Robbery of personal valuable. Conditions of the justice system in Los Angeles County are deemed a direct extension of the Rampart scandal (1998-2000), whose thousands of victims, the Rampart FIPs (Falsely Imprisoned Persons), are yet to be freed. The general claim is that the Sheriff's Department of Los Angeles County implemented and is operating fraudulent case management systems, which allow the large-scale deprivation of Liberty of persons in Los Angeles County, large-scale embezzlement of bail/bond moneys, and other violations of the law. The proposed solution - publicly accountable validation (certified functional logic verification) of the computer systems of the Los Angeles County Sheriff's Department, and strict enforcement of compliance with California Public Records Act Govt Code §6254(f). Our right to access public records, our Liberty and other Human Rights are all connected at the hips.The position of the Los Angeles County justice system, as articulated by well-connected sources is that computer systems, by nature, do not lend themselves to validation . There is nothing further from the truth. Computer systems lend themselves to highly secure methods of validation much better than any comparable paper-based system. Please also notice that lack of validity and security in other Los Angeles County computer systems was likewise previously noted as a key deficiency by the Los Angeles County independent auditors, KMPG, Los Angeles. Furthermore, credible evidence was previously presented to the Honorable Supervisors, and a preliminary expert opinion letter also supported claims of the fraudulent nature of the computer systems of the Los Angeles County Superior Court itself. Furthermore, large scale embezzlement of public funds by the Los Angeles Superior Court was alleged as well, where funds were routinely listed as Journal Entry , and the Clerk of the Court refused to disclose the ultimate designation of such funds. Likewise, the failure and refusal of the Los Angeles Superior Court to publish audited financial statements remained inexplicable for an honest court. Los Angeles County agencies claimed that they have no authority to examine the computer systems of the Los Angeles Superior Court itself, or to audit the financial conduct of the Court. However, one should note that the call for an audit of the operations of the Los Angeles Superior Court was consistent with recommendations of the Blue Ribbon Review Panel report (2006), which recommended an external examination of the

Therefore, in instant complaint it was possible to fully ascertain:a) That no valid warrants for the arrests existed in the first place.b) That regardless of the absence of such valid warrants, the Sheriff's Department proceeded with falsebooking and jailing.c) That in covering up the lack of valid warrants, the Sheriff's Department created false records in its BookingRecords and in in its online Inmate Information Center.d) That beyond the false arrest and jailing, additional deceitful manipulations were conducted in such systems,to create the impression of an outstanding warrant, even after the invalid warrant from the Burbank Court waspurportedly executed.The details of the case were provided below.The general claim is that the Sheriff's Department of Los Angeles County implemented and is operating afraudulent case management systems which allow the large-scale deprivation of Liberty of persons in LosAngeles County.
