It will draft a written explanation as to why each focus state isrecommended and suggest a strategy for supporting each, including the following information:  2    Background/history of commercial energy codes in the state and amount of construction expectedto be impacted    Current status of energy codes in the state    Champions of advancing energy codes in the state    Current Status of any recipient advocacy efforts in the state    Issues and code barriers    Advocacy strategy for the state, including corrdination with key groups/individuals with aschedule    Discussion on how the advocacy strategy will be implemented    Desired outcomes of advocacy    Estimated cost of advocacyIn keeping with the BECP emphasis on commercial building energy codes, the Alliance will primarilyfocus on identifying key states needing advocacy assistance to upgrade their commercial building energycodes, including states which update both their residential and commercial energy codes together. % Complete   100 %   Estimated Completion Date   03/31/2010   Is activity on schedule for thisdeliverable?Yes    Discuss activities for this reporting period. This assistance willinclude:    Bringing local groups and recognized experts together in support of strong energy codes    Supporting local energy efficiency advocates attempting to adopt improved energy codes    Preparing advocacy-related technical support materials on codes and standards issues    Advising constituencies on confronting and overcoming resistance to codes by special interests    Providing technical assistance to states in the development of model legislation % Complete   92 %   Estimated Completion Date   07/31/2010  Is activity on schedule forcompletion?YES  Discuss activities for this reporting period. In January and February 2010, BCAP conducted significant advocacy activity in the following14 states:Alabama Connecticut Georgia Kentucky Louisiana Missouri New Jersey New York  Ohio Pennsylvania Virginia Tennessee Texas West Virginia  3.1   PROVIDE INFORMATION ON THE STATUS OF STATE CODES 3.1 Generate quarterly e-newsletter The alliance will publish a quarterly e-newsletter on the Status of State Codes to generate inquiries,develop new contacts, maintain existing contacts, and keep other allies and advocates informed. The e-newsletter will focus on progress and activities in States that may lead to the upgrading of their building  4 energy codes, pose barriers, may lead to reversal of progress, or that resulted in the defeat of efforts toupgrade State energy codes. % Complete   67   %   Estimated Completion Date   07/31/2010   Is this activity on schedule forcompletion?YES    Discuss activities for this reporting period. BCAP updates our website OCEAN, our BCAP site, and our State pages on a daily basis to include thelatest code news:  OCEAN Code News BCAP Code News OCEAN State Pages  BCAP State Pages. In addition, BCAP publishes a weekly CODE ALERT that is sent to a distribution list thatincludes several hundred advocates to keep them abreast of upcoming hearings and codechanges. 3.3 Co-ordinate Contacts with States The Alliance will coordinate contacts with State Code authorities with the BECP team to diminishmultiple contacts from BECP team members % Complete   67   %   Estimated Completion Date   07/31/2010   Is this activity on schedule forcompletion?YES    Discuss activities for this reporting period.
