BHEL manufactures equipment used to generate electricityand renewable energy. It sells 180 products to companies in morethan 70 countries in the power generation and transmission,transportation, telecommunications, defence, and renewableenergy sectors.BHEL’s Transmission Business Group (TBG) is involved in arange of electricity substation/switchyard, high voltage directcurrent (HDVC), and reactive power compensation projectsacross India and worldwide. Each project involves the creationand handling of thousands of documents comprisingspecifications, design documents, project layout drawings,equipment drawings, and other project-related information. At anygiven time, BHEL manages around 65 projects and a principalproject engineer is often assigned to multiple projects and has towork on documents with several agencies and sites.Prior to 2006, project collaboration at BHEL was an entirelypaper-based and manual process with thousands of hard copydocuments being dispersed among multiple agencies, which led tohigh costs, inaccuracies, and a poor level of document controlacross the group’s project sites.To automate the document management process, BHEL’sTransmission Business Group has deployed a Web-baseddocument management solution, which was provided by WrenchSolutions Pvt Ltd (India). Fast Document Retrieval Speeds Project Delivery Times AutoVue allows project managers across all BHEL departmentsto retrieve and view design and construction documentsimmediately.“Our work is no longer hampered by poor document control,” saidChaklader. “Once drawings are created at our head office inDelhi, they are passed across to the various customer sites. UsingAutoVue, engineers can view the most up-to-date document, andany changes that have been made. Being able to reviewdocuments on screen is a much better way of maintaining controland making sure our projects are delivered on time to customers.”Issues related to projects across individual sites can be solvedfaster, which helps speed project delivery times. According toChaklader, the time it takes to sort out a project issue may bereduced by five days due to the new automated documentmanagement and visualization process.“It depends on the complexity of the issue, but in most cases if itonly involves the engineers, not customers and equipmentsuppliers, we can solve problems a lot quicker than we could inthe past,” Chaklader said.The introduction of AutoVue has also enabled BHEL’stransmission business group to eliminate the cost of purchasingadditional CAD software licenses across its various sites. “Wehave saved about US$99,666 (5 million rupees) for theselicenses,” said Chaklader. Published January 2010   Oracle Customer Case Study “It can take up to seven days for documents to reach the intendedrecipient through the post,” said Chaklader. “AutoVue 3D   Professional has enabled us to significantly reduce costsassociated with mailing paper documents throughout the businessnetwork and has significantly accelerated document accessthrough the Web portal.“No one carries around rolls of paper or sends anything in themail anymore,” he said. “The latest documents are simply viewedonline by everyone that needs to see them across theorganization.” Why Oracle? BHEL was introduced to AutoVue solution in 2008 when thecompany was looking for a way to improve document controlacross all sites.“We have been using our digital document management systemsince 2006 and knew that AutoVue would integrate well with ourWeb-based document management system,” said Chaklader. “It iscertainly the best solution to retrieve and view documents in anyformat.” Implementation Process BHEL began deploying Oracle’s AutoVue across the business inlate 2008 as part of a project to expand its digital documentmanagement capabilities.
