N00421-08-R-0021 Page 9 of 65 Section C - Descriptions and Specifications FLEET READINESS CENTER EAST ENTERPRISE STORAGE SYSTEM REPLACEMENT PROJECT PERFORMANCE WORK STATEMENT 1.0 BACKGROUND 1.1 The Fleet Readiness Center East (FRC-E), located on the Marine Corps Air Station, Cherry Point, North Carolina is seeking a replacement for its enterprise data storage system. FRC-E is a United States Navy facility that provides depot-level maintenance support services for military airborne weapons systems and related support equipment. The facility is staffed by approximately 4000 civilian and military employees. 1.2 The FRC-E Information Technology/Information Management (IT/IM) Department operates an enterprise class data center which provides information processing services for the facility. Currently, FRC-E is utilizing a Hewlett-Packard XP-512 Storage Area Network which provides approximately 32 terabytes of raw storage space and 32 gigabytes of cache. The current Storage Area Network (SAN) supports a high-availability cluster that houses corporate databases and applications which support production throughout the facility. The high- availability cluster is comprised of Hewlett-Packard RP-8400 mid-range servers running the HP-UX operating system. These servers are connected to the SAN via a Fiber Channel fabric. Clustering is achieved through the use of Veritas Cluster Server configured to provide an active-passive failover environment. 1.3 The FRC-E data center environment also includes Intel-based servers (primarily Dell) that run the Windows 2000, Windows 2003, Red Hat Linux and Solaris operating systems. It also includes SPARC-based servers that run the Solaris operating system. In total, there are approximately 175 servers. With the exception of the HP-UX machines described above, all of these systems currently utilize internal or direct-attached external disk arrays for data storage. 1.4 File system management for the HP-UX cluster is provided via the Veritas File System, and data is backed up utilizing Hewlett-Packard Linear Tape Open (LTO) tape drives and Veritas Net Backup software. Although a number of applications are hosted on the cluster, its primary function is to host the Oracle databases that function as an enterprise data repository. The bulk of input /output (I/O) performed between the cluster and the SAN is in support of database transactions and consequently the system is configured and tuned to optimize database access. The SAN has extensive self-monitoring, diagnostic and prognostic capabilities to allow it to achieve the availability and reliability that FRC-E requires. 2.0 APPLICABLE DOCUMENTS The Enterprise Data Storage System for the Fleet Readiness Center East shall comply with all federal, DoD, and Department of the Navy (DON) Information Assurance (IA) policies. To ensure that the system complies with required policies throughout the program’s lifecycle, the government will assign personnel with responsibility for ensuring IA policy compliance and will implement the DoD Information Technology Security Certification and Accreditation Process (DITSCAP). These government personnel will also ensure that the system complies with Global Information Grid (GIG), Combat Identification (CID), Global Air Traffic Management (GATM), and Cryptography Modernization Capstone Requirements Documents (CRD) as applicable. However, if the contractor is unable to locate a specific document, copies will be provided by the government upon request. 3.0 REQUIREMENTS. The contractor shall provide all hardware, software, engineering and configuration services necessary to provide a fully operational system that is compliant with all requirements of this Performance Work Statement (PWS). 3.1 SYSTEM 3.1.1 The enterprise storage system provided by the contractor shall duplicate the capabilities of the existing HP XP-512 SAN with respect to compatibility with the HP-UX high availability cluster as described in paragraph 1.0 above. Additionally, the proposed system shall have the capability to centralize data storage for all servers as documented in this PWS. The objective of this project is to procure and install an enterprise storage system that will support this diverse array of server and operating system types. The system delivered under this contract will initially connect to a limited subset of these servers, as defined in Appendix A, but shall be capable of being expanded to support all servers in the FRC-E data center. The contractor shall identify any commercial and/or open source virtualization products (VMWare, Windows Virtual Server, Xen, etc.) supported by the proposed system in the Technical Specification (CDRL A001). 3.1.2 As a Navy command, FRC-E utilizes the Navy-Marine Corps Intranet (NMCI). In order to more easily comply with NMCI security policies, interconnection between the servers and the enterprise storage system shall be via a private “back-end” network as opposed to communicating directly over the NMCI network. Although the current storage system utilizes fiber channel as the interconnection technology, FRC-E is more concerned with an interconnection technology that will meet our functional requirements than in the specific technology itself. The system shall provide an interconnection technology which allows the proposed enterprise storage system to communicate with FRC-E servers in accordance with the specifications in this document. The contractor shall provide all engineering, installation, equipment, software and other products and services necessary to connect the storage system to the servers. 3.1.3 The contractor shall provide all hardware, software, incidental accessories, and system integration services necessary to provide a fully operational enterprise data storage system at FRC-E. This shall include, but is not

N00421-08-R-0021 Page 11 of 65 limited to, all devices, server interface adapter cards, cabling and other equipment necessary to interconnect the system to the FRC-E servers identified Appendix A. A fully operational system shall be defined as providing full access to storage system capabilities as defined in this PWS by all connected servers without any detrimental impacts on the function of those servers or any of the applications or peripheral devices which are installed on or attached to the servers. The contractor shall ensure that the system is free of all configuration and interconnection errors and issues regardless of the manufacturers of the servers and other associated hardware or software applications. 3.1.4 At a minimum the system shall provide the following capabilities: 3.1.4.1 100 Terabytes (TB) of usable disk storage space. 3.1.4.2 Have the capability of being expanded to 200 TB of usable disk storage space. 3.1.4.3 Minimum 250 megabytes (MB) per second sustained transfer rate. 3.1.4.4 Redundant hardware architecture with no single points of failure. 3.1.4.5. Utilization of RAID or similar technologies to ensure that a failure of a single physical disk drive does not result in the loss of data, and that the data is still accessible by the servers connected to the system. 3.1.4.6. Critical hardware components can be “hot-swapped”, i.e. replaced without taking the system offline, to allow for repair of the system with uninterrupted access to the data it houses by servers and users. 3.1.4.7. Ability to rapidly create copies of data volumes, commonly referred to as “business copies” or “business continuance volumes”, which can be used for purposes such as the following: a. Backing up databases without taking the primary database copy offline. b. Creating copies of databases for reporting purposes. 3.1.4.8. Ability to withstand a sudden and total loss of power with no loss of data (including that in electronic cache which has not yet been written to disk) for a minimum of 72 hours. 3.1.4.9 Integrated backup and restore capability. a. Shall provide the capability to backup and restore all data contained on the storage system, including Oracle databases. b. Shall have the ability to make backups on removable media to facilitate off-site storage. 3.1.4.10. Interoperability. The storage system shall have the capability to attach to and present disk volumes to the following software and hardware platforms: a. HP RP 8400 PA RISC; running OS HP-UX 11vi b. HP RP 7400 PA RISC; running OS HP-UX 11vi c. HP RP 5470 PA RISC; running OS HP-UX 11vi d. HP RP 3440 PA RISC; running OS HP-UX 11vi e. Sun e4800 Sparc; running Solaris 9 and 10 f. SunFire 240 Sparc; running Solaris 9 and 10 g. Intel platform; running OS Red Hat Linux ES3, ES4, W2K Server , Windows 2000 Advanced Server, Windows 2003 Server Standard and Enterprise editions, Solaris 9 and 10, Veritas Volume Manager versions 3.5 and 4, Veritas Cluster Server 3.5 and 4, Oracle Automated Storage Management system (ASM) 3.1.4.11 Management. The storage system shall, at a minimum, provide the following system management capabilities to FRC-E personnel: a. Define arbitrarily sized disks or volumes

Performance monitoring to allow FRC-E system managers to gather statistics that can be used to perform capacity usage monitoring & planning, performance tuning, flagging of potential malfunctions, troubleshooting, etc. 3.1.4.12 Operating Environment. The storage system shall be capable of being operated in a typical computer room environment. 3.1.5 The contractor shall develop acceptance test procedures designed to demonstrate that the delivered system meets all requirements documented in this PWS (CDRL A003). 3.2 INSTALLATION 3.2.1 The contractor shall install and configure all required hardware to implement the system at FRC-E. 3.2.1.1 The contractor shall migrate the existing data to the new enterprise data storage system in accordance with the Detailed Project Plan (CDRL A004). 3.2.1.2 The contractor shall connect the enterprise data storage system to the servers listed in Appendix A. 3.2.1.3 Contractor personnel shall work any shifts, days of the week and/or holidays required to achieve successful performance. 1 . 3.2.2 The contractor shall resolve any installation or configuration issues which pose an impediment to meeting all mandatory requirements documented in this PWS. 3.2.3 Installation of the system and successful complet
