A consumer is a person who purchases a product or avails a service for a consideration either for his personal use or to earn his livelihood by means of self-employment. CHAPTER 2 NEED OF THE ACT In our country, buyers have a very weak bargaining power and cannot assert their right of being heard. Consequently, manufactures and traders are tempted to follow diverse practices which turn out to  be unfair to consumers. a)   How consumers were cheated?    High prices    Underweight and under measurement    Sub-standard quality    Many more….   b)   Powers given to consumer      Right to Safety    Right to be Informed    Right to Choose    Right to be Heard c)   Solutions provided by the act      The act was enacted with an objective to provide better  protection of the interests of the consumers.    It applies to all goods and services and covers all sectors-private, public, and cooperatives. CHAPTER 3 AMNENDMENT OF 2019 This Act may be called the Consumer Protection Act, 2019. It will extend to the whole of India except the Jammu and Kashmir. CHAPTER 4 COMPARSION BETWEEN 1986 ACT & 2019 ACT Will be stating the changes that have been done in the new act as compared to the act of 1986.  4 | Page  CHAPTER 5 CRITICAL ANALYSIS OF NEW ACT OF 2019    Short title, extent, commencement and application    Definitions    Central consumer protection council    Procedure for meetings of central council    Objects of central council CHAPTER 6 SETTING UP OF CONSUMER COURTS    District Forum      State Commission       National Commission   CHAPTER 7 FUNCTIONS & ROLES OF CONSUMER FORUM For the purpose of adjudicating a consumer dispute, section 13(4) has vested the Consumer Forum with certain powers of a civil court. There is still need of agencies functioning at state and national level to dispose of the pending cases as early as possible by creating supplementary benches as per the  provisions of Consumer Protection act, 1986.
