This report details the findings of an audit of the five-year transit policing Memorandum of Understanding (MOU) covering the period July 1, 2009 through June 30, 2014 between Metro and the LASD. The audit team included nationally recognized transit policing experts from The Bratton Group, LLC, a subcontractor to BCA. BCA began its audit in September 2013, and completed fieldwork in February 2014. A draft report was submitted to Metro in March 2014, and finalized in May 2014.
