The reputation of Tyre, associated often withits large archaeological sites of the City Site and Al Bass Site, contributed toits inscription on the World Heritage List by the UNESCO in 1984 1 . Despite theirOutstanding Universal Value, these sites suffer from major conservationproblems, lack of regular maintenance, and a low standard of visitor facilities.Due to these reasons and to other management and administrative issues, the World Heritage Center at the UNESCO is regularly reminding the State Party of the need to put together the necessary resources to enhance the overallmanagement situation of the two archaeological sites at Tyre 2 . Being the sole responsible authority for the protection and management of national as well as World Heritage sites located on the Lebanese territories, theDirectorate General of Antiquities, (DGA) acting under the Ministry of Culture, isoverburdened with its load, and suffers from insufficient human and financialresources to deliver its mandate. The management of the country’s archeologicalheritage has become a great challenge and a huge burden, especially where World Heritage sites are concerned, given the requirements of the World HeritageCenter and the 1972 International Convention as a main binding legal document. Due to the above, the Archeomedsites project and the ensuing partnership withItalian and Tunisian institutions in 2014 represented an opportunity to leveragethe management situation at Tyre. Through the Archeomedsites project, twomajor constraints were waived on the human and financial levels; the projectprovided a reasonable financial resource which enabled the DGA to recruit adedicated management unit to undertake the activities planned within theframework of the project.  The Archaeomedsites project activities focused on enhancing the managementand valorization of the two archaeological sites at Tyre through developing amanagement plan according to UNESCO standards and implementingawareness activities to engage the local community. The Management Plan Endeavor In order to develop a realistic and reliable management plan, the Archeomedsiteslocal working team collaborated with external experts to evaluate the legal,institutional as well as planning and conservation frameworks affecting themanagement of Tyre WH site, in addition to understanding the socio-economicconditions and the vision of various stakeholders for the future betterment of the site through a stakeholder analysis and consultation process 3 .  The various assessments conducted in the framework of the management planprovided important insights into the complex state of conservation of the siteand the internal and external influencing factors affecting management, inaddition to the identification of key threats to the protection, conservation,management and promotion of Tyre WH site.
