  3. (B) E-BIZ PROJECT: Brief on e-Biz Mission Mode Project under the National e-governance Plan of Government of India 1. Starting a new business in India requires an entrepreneur to register with various regulatory authorities and obtain several licenses, clearances, No Objection Certificates, approvals etc. Information about these registrations, licenses, clearances and approvals contained in multiple Acts, rules and procedures are difficult to locate and are scattered across a number of departmental websites. Entrepreneurs are forced to sift through a maze of information to assess their licensing requirements. They then begin a protracted series of interactions with intermediaries and middle men to obtain necessary clearances  –  often requiring multiple visits to the departments' offices. 2. Lack of consolidated information and absence of a unified online service delivery platform makes the current scenario laborious, time-consuming and expensive. In order to enable businesses and investors to save time and costs and in order to improve the business environment in the country, an online single window was conceptualized in the form of the e-Biz Mission Mode Project under the National e-Governance Plan. This project aims to create a business and investor friendly ecosystem in India by making all business and investment related regulatory services across Central, State and Local governments available on a single portal, obviating the need for the investor or the business to visit multiple offices or a plethora of websites. It is envisaged that the services offered on e-Biz will eventually cover the entire life cycle of a business - right from the its establishment, through its ongoing operations, to even its possible closure. 3. The core value of this transformational project lies in radical shift in the Governments' service delivery approach from being department-centric to customer-centric. E-Biz will not only create a 24x7 facility for information and services, but will also offer joined-up services where a single application submitted by a customer, for a number of permissions, clearances, approvals and registrations, will be routed automatically across multiple governmental agencies in a logical manner. An inbuilt automated payment gateway will also add value by allowing the all payments to be collected at one point and then apportioned, split and routed to the respective heads of account of Central/State / Parastatal agencies along with generation of challans and MIS reports. 4. The project has been designed on a PPP model, and the concessionaire has been awarded the project for a period of 10 years. The first 3 years of the term would be the pilot phase, while the remaining 7 years will be the expansion phase, wherein the project will be expanded to cover the whole country and to provide over 200 G2B  services and other value added services by suitable private vendors. The expansion phase will be funded through the earnings from the project. During the pilot phase, a total of 50 (26 central + 24 state) services are being implemented across five pilot states viz., Andhra Pradesh, Delhi, Haryana, Maharashtra and Tamilnadu. Recently, another five pilot states have been added, namely Odisha, Punjab, Rajasthan, Uttar Pradesh and West Bengal. 5. During the period, the milestones relating to the project implementation were reviewed and a progressive go-live has been envisaged under which (a) the soft launch  of project with license & permit wizard  –  this was carried out on 28 th  January, 2013 by Hon’ble CIM at the Partnership Su mmit at Agra. This Wizard has the information on 198 services of Central Government, pilot states and private agencies. (b) Platform Launch    –  Two DIPP services (Industrial Entrepreneur Memoranda & Industrial License), along with payment solution by integrating with Central Bank of India are ready for launch. This launch would showcase the transactions capabilities and shared services for investors and businesses. (c) The Launch of Single Window in Andhra Pradesh (APSW)  is scheduled by the end of December, 2013 with 30 services (3 Year-1 Central Services, 21 Year 1, 2 & 3 State Services and 6 AP State specific services funded by Government of Andhra Pradesh) pertaining to AP Single Window Services and 6 AP specific services along with integration with Central Bank of India for the payment solution gateway and the e-PAO system in place. (d) The Incremental Roll-out  is scheduled to be carried out by the end of February, 2014 with 52 remaining Year-1 services (15 Central and 37 State services) pertaining to 4 pilot states along with integration with additional PSU banks.
