He has over 16 years’ experience in the permitting, design, construction oversight, and inspections of solid waste facilities in Massachusetts, Rhode Island, and New Hampshire. Mr. Jagoda’s  projects have consisted of landfill expansions, landfill closures, post-closure and environmental monitoring, transfer station design and permitting, site assignment hearings, construction management and oversight of solid waste facilities, compliance inspections, waste characterization studies, and Title V septic system design. Phil received his Bachelor’s degree in Civil Engineering from University of Massachusetts at Dartmouth. He is a licensed Professional Engineer in Massachusetts, Rhode Island, and New Hampshire, and also a Certified Soil Evaluator in Massachusetts. Phil is a MassDEP certified Third Party Waste Ban and Operations and Maintenance Inspector, and a Certified Professional in Erosion and Sediment Control (CPESC). PANELISTS    Jaclyn Caceci, P.E.,  Project Manager Tighe & Bond 446 Main St., Worcester, MA 01608 (508) 471-9635 // jmcaceci@tighebond.com  Jackie Caceci is a Project Manager at Tighe & Bond, Inc., an environmental consulting firm with six offices throughout New England that provides engineering and environmental services for clients in government, healthcare, education, industry, real estate development, renewable energy, power utilities and water/wastewater utility markets. She has over 11 years’ experience in the permitting, design, construction oversight, and inspections of solid waste facilities.  Jackie’s projects have consisted of landfill expansions, landfill modifications, landfill closures, transfer station design and permitting, construction management and oversight of solid waste facilities, renewable energy development, compliance inspections, and site/civil design work.  Jackie received her Bachelor’s and Master’s degrees in Civil Engineering from Worcester Polytechnic Institute.  She is a licensed Professional Engineer in Massachusetts and also a MassDEP certified Third Party Waste Ban and Operations and Maintenance Inspector. Paul Emond , Environmental Engineer Massachusetts Department of Environmental Protection One Winter Street, Boston, MA 02108 (617) 292-5974 // Paul.Emond@State.MA.US Paul Emond is an environmental engineer at the Massachusetts Department of Environmental Protection (MassDEP), in Boston. In his position, he coordinates with the regional staff to implement the state’s solid waste permitting, compliance and enforcement program for solid waste management facilities. Paul is also responsible for the development of regulations, policy and guidance related to the design, operation, maintenance and closure of solid waste facilities as well  as recycling, composting and conversion operations. He is also the program manager for the state-wide Beneficial Use Determination (BUD) program. Paul has worked at MassDEP since 1985. He holds a Master’s in Environmental Engineering from Northeastern University.   Mark Fairbrother,  Environmental Analyst Massachusetts Department of Environmental Protection 205B Lowell Street, Wilmington, MA 01887 (978) 694-3298 // Mark.Fairbrother@State.MA.US Mark Fairbrother is an environmental analyst at the Massachusetts Department of Environmental Protection (MassDEP) in Wilmington. In his position, he is responsible for permitting, compliance and enforcement activities at solid waste management facilities and recycling operations within the northeast region of the state, as well as investigating complaints of unpermitted solid waste activity. Mark also assists in the development of regulations and guidance related to the design and management of solid waste facilities. He also provides technical assistance to promote compliance with the solid waste and recycling regulations. Mark has worked at MassDEP since 2001. Prior to  joining MassDEP, Mark worked for Roy F. Weston, Inc. performing hazardous waste site assessments for U.S. EPA’s Superfund Technical Assessment & Response Team (START).   He holds a Bachelor’s Degree in Environmental Science from the University of Massachusetts –  Lowell. Steven Melloni, P.E.,  Regional Landfill Manager Covanta Energy 141 Cranberry Highway, West Wareham, MA 02576 (508) 291-4408 // smelloni@covantaenergy.com Steven Melloni is the Regional Landfill Manager with Covanta Energy for the New England Area. He previously worked in the private environmental consulting industry for 20 years prior to joining Covanta Energy in 2009. His solid waste expertise is in the field of permitting, designing, construction, inspections and operations of landfills and transfer stations. Steve’s current responsibilities with Covanta consist of managing the day-to-day operations, as well as all capital construction projects, for the four Covanta landfills in Massachusetts. Steve obtained his Bachelor’s degree in Civil Engineering from University of Massachusetts at Dartmouth. He is a licensed Professional Engineer in Massachusetts and Connecticut.
