UNEP   UV VPA  Green Public Procurement Tissue Paper --- Draft 1 1 Introduction Tissue paper products are used in a wide range of non-domestic applications in the public sector widely referred to as the Away from Home (AfH) market. These products include:  Toilet tissue ã Paper towels/towelling ã Facial tissues This document provides the necessary background technical and market information on which to develop Green Public Procurement criteria for use by purchasing authorities in the public sector. The report examines ã Market related issues ã Key environmental impacts ã Cost considerations ã Public procurements needs Based on the output from these areas, a proposal for the EU GPP criteria for tissue paper products has been developed. This proposal describes both core and comprehensive criteria that shall be considered in any purchasing decision for such products.     The core EU GPP criteria  are those suitable for use by any contracting authority across the Member States and address the key environmental impacts. They are designed to be used with minimum additional verification effort or cost increases.     The comprehensive EU GPP criteria  are for those who wish to purchase the best products available on the market. These may require additional verification effort or a slight increase in cost compared to other products with the same functionality. Where possible, the criteria presented in this report have been developed using the criteria underlying the EU Ecolabel 1 . Where the EU Ecolabel does not cover a product/service group, other criteria sources (such as further eco-labels or national guidance) have been used. This report accompanies the associated EU GPP criteria document that contains the proposed purchasing criteria and ancillary information for green tendering procedures.
