Attached is the revised 8Dil1 l8l Animal Control Con1ract proposal between the City of Dover aud the Kent County SPCA for a yearly fee of 20,781 for fiscal year 2009, July 01,2008 -June 30, 2009. The KCSPCA realiza this is a large increase and tbe driving factors are utilities, iDsurance and rise of animal care costs/disposal due to the additional influx o animals coming from the city. It also does not cover the costs for quanmtine or cruelty housing/medical costs, these costs will be biDed separately accorcJina to each case. f t is a case being worked by the Dover Police Department it must be the responsibility of he deptttment to collect restitution. We W1detstand that the City officer will be working a 40 how- weekly schedule and that the Kent County SPCA will tapODd to calls when the city ofticet is not on duty, or when requested by the Dover Police Department. We will bill on a quarterly basis for our Animal Control Ofticer's time at a rate of 31.50 per hour for non-dog related animal problems. The fee is for Animal Control/Shelter Services provided by the Kent County SPCA as outlined in the services contract that is attached We wiD mouitor and report to you the statistics oftbis agreement on a quarterly basis. This fee is for the FY2009 as required under the current State and/or City animal ordinances, during the FY09 fiscal year the state t eity animal ordinances chao.aet both parties will look at the contract and make adjustments as needed. Goldthwaite l iregtor, Shelter Services Atch: Services Contract Outline rol tlle City of Dover ojJ9joo  10/04/2008 10:01 3026982153 KENT COUNTY SPCA ITE KENT COUNTY SPCA SERVICES CONTRACT SERVICES: To furnish services as indicated below in accordance with standard commercial practices for the City of Dover for the period July 01. 2008 through June 30. 2009. a. Domestic animals pick-up by Kent County SPCA Animal Control officers, as requested by the City ofDover, will be boarded for a maximum of four calendar days, unless wearing a current State of Delaware license or identification tag, in which case it will be boarded for a maximum of six days. (lAW DE State and Dover City Ordinances) b. Domestic animals delivered by the Dover Police Department will be boarded as outlined in para (a) above. c. Perform euthanasia and disposal of unclaimed animals as required. d. As-called services are listed below (e·h) and will be billed an hourly rate. Services are available during hours not covered by the city's Animal Control Officer ( 40 hour week), to include Saturdays. Sundays, holidays and emergencies. e. Provide daily patrols in known trouble areas for strays and/or personally owned pets at large as requested by the Dover Police Department. f Pick-up domestic animals, stray/unwanted as requested by the City of Dover. g. Feral animals or other non--domestic animals not covered under para (f) will be picked-up, trapped or disposed of only if it is a danger to the community as requested by the Dover Police Department. h. Investigate animal cruelty as requested by the City of Dover. i. Provide billing for charges incurred during the calendar year.
