  SUPPORT SERVICE CLUSTER  CORPLAN PRESENTATION June 4  –  6, 2014   ADMINISTRATIVE SERVICE KEY ISSUES   CHALLENGES OBSTACLES COMMON OPPORTUNITIES POSSIBLE CHANGES TO BE DONE  Permanent positions not sufficient. There are only 2,655 permanent positions in the NOSCA    Increase the number of permanent items by submitting Proposed Expansion to DBM  Timeframe of approval by DBM  Funding sources  Inadequate manpower will be addressed  Reclassification/ realignment of positions or upgrading of positions  Lack of personnel to augment the manpower requirement of the newly created offices, such as SWIPT and Pasig River Ferry System  Deployment  Lack of personnel  Gaining other work experience/ skills thru multi-tasking  Hiring additional personnel  Lack of qualified personnel to replace retirees with key positions  Training / coaching of personnel  Requiring those with leadership potentials to obtain Masters Degree  Time constraint  Financial and time constraints  Professional advancement /Productivity Hiring qualified competent personnel   ADMINISTRATIVE SERVICE KEY ISSUES   CHALLENGES OBSTACLES COMMON OPPORTUNITIES POSSIBLE CHANGES TO BE DONE  There are Job Orders still receiving below the minimum wage Increase the salary of the JOs to meet the minimum wage Financial constraints   Alleviate the living condition of Job Order personnel   Salary adjustment  Philhealth coverage of Job Order personnel.  Continuity of the program  Job Orders have no security of tenure.  Equal status to those with regular employees  Commitment for the continuity of the program   ADMINISTRATIVE SERVICE KEY ISSUES   CHALLENGES OBSTACLES COMMON OPPORTUNITIES POSSIBLE CHANGES TO BE DONE  Job Order personnel are not covered by GSIS.  Enrolment of Job Order personnel to the SSS.  Still no MOA yet  Job Order personnel can be covered by SSS benefits.  Order personnel may voluntarily enrol in coordination with the Admin Service  System Units (Computers) in the payroll department are obsolete  Continuous modification of reports and accurate data transmittal  Lack of upgraded system  Faster transaction.  Network upgrade
