Executive Summary E.1   Project Title This Detailed Environmental Impact Assessment (DEIA) is prepared for the proposed refinery and petrochemical development project at Pengerang Johor by KuoKuang Petrochemical Technology Company Ltd, here after referred as KPTC. The title for this DEIA is  “ DEIA for The Proposed KPTC Malaysia Integrated Refinery and Petrochemical Development in Pengerang, Johor. Malaysia ”. The project shall be thereafter referred as KPTC-MIRPD  in this report. E.2   Project Proponent The project proponent for the Proposed KPTC-MIRPD is KUOKUANG PETROCHEMICAL TECHNOLOGY COMPANY LTD , a joint venture petrochemical company established in Taiwan, ROC. While CPC, as a state-owned company, is the major shareholder. Linda Tan Pei Sze (EIA Team Leader) E.4   Project Location The proposed KPTC-MIRPD is located within Investor Lot 2 of Pengerang Integrated Petrochemical Complex, PIPC at Mukim Pengerang, Kota Tinggi District, Johor. The proposed site is accessible via State Road Jalan 92 which connects the site to Bandar Penawar and Kota Tinggi at the north. Vast lands within the project area are owned by the Johor Tenggara Development Council namely KEJORA followed by ex-bauxite mining land, a significant sizeable oil palm plantation and some small land units by the small holders.
