  Proposal for Facility Management Consultancy Benchmark would like to request a proposal for the provision of Facilities management consultancy services towards the establishment of a facilities management unit for its ‘’ Wadi Hills ’’  residential and commercial project. Below is a summary outlining the fundamental phases, tasks and deliverables required. Phase 1: Assessment 1. Legal a.  Review of existing sales contracts. b . Assessment of the requirements/procedures for Benchmark (or others) as to be appointed as the operating facility management operator for the ‘’ Wadi Hills ’’  project. 2. Technical  A . Review the designs and specifications of the plant and equipment from the following perspectives: 1.   Operability : Selection of system and complexity of operation 2.   Maintainability: Maintenance procedure and referencing O&M manuals. Ease of access to spare parts and the need for specialized contractor or appointed agents. 3.   Accessibility: Accessibility of the plant and equipment for maintenance purposes.  4.   Durability: Selection of plant and equipment is reliable with a proven track record of longevity. 5.   Resilience: Availability if inherent redundancy or design provisions to allow for standby arrangements and no interruptions to clients 6.   Renewability: Ability to renew without having the alter the design of the space B . Spatial Layout: In considering space and functionality we would ensure adequacy of escape routes, evacuation routes, disabled access, refuge space, segregated service routes, transportation routes/ shafts, location of plant rooms and FM Management offices and stores within the building. C . Highlight any potential concerns and remedial actions that need to be taken 3. Services Develop an understanding of the overall requirements of the developer and of the tenants in terms of service offering. Phase 2: FM Strategy Development Based on the above, develop an overall strategy for the facilities management that would highlight the following:    A. Service strategy a.   Define scope of services b.   Identify part of the services should be done internally versus outsourcing c.   Set up hard services strategy    Specialized services    Spare parts requirements    Warranties requirements d . Set up soft services strategy B. Systems requirements 1 . Helpdesk 2 . Asset management 3 . Financial management 4.  IT infrastructure C. Implementation Plan a . Participation on the commissioning of the sites b . Management of snag lists and interface with contractors c . Management of handover to owners end‐users   e . FM services ramp up plan taking into accounts the defects liability period D. Financial Plan A detailed operating budget would be developed covering the period from the opening date of the development including FM services ramp up and taking into account defects liability. The cost  model to be developed shall include the following: a . Capital Expenditures requirements b . Staffing requirements c . Operating budgets d . Service charge projections E. Legal plan a . Legal documentation required b . Development control regulations
