PURPOSE The Peoria Bicycle Club is an Organization whose purpose is to promote cycling to novice, intermediate, and advanced riders, focusing on racing, skill development, safety, physical fitness, and training. ARTICLE I Membership Any person 18 years of age or older who pays annual dues shall be considered a member of the Club. Membership is open to all interested in bicycling without regard to race, creed, sex, national origin, or religious preference. All initial applications for membership must be made in writing, including signature. Renewals may be made on-line. Junior members under the age of 18 are eligible for reduced rate membership, and must provide a release signed by a parent or legal guardian. Dues The annual dues of members will become due and payable January 1 st of each year. Members not paid by April 1 st will be removed from the club roster. Currently, dues are set at $25 for individual members, $35 for families, and $10 for Junior riders under the age of 18. Membership is defined at the following levels: Standard o Two assignments/shifts at the Morton Cycling Classic Silver o Two events/shifts at the Morton Cycling Classic Participate in cycling events while wearing a PBC jersey. Qualifying events are as follows: o USA Cycling (road, track, off-road, or cyclocross) o American Bicycle Racing (ABR) $125 credit that can be used towards one of the following o Indoor CompuTrainer Center (subject to availability) o PBC Clothing and accessories Access to sponsored components. Gold o Two events/shifts at the Morton Cycling Classic Participate in a minimum of 15 cycling events while wearing a PBC jersey. Qualifying events are as follows: o USA Cycling (road, track, off-road, or cyclocross) o American Bicycle Racing (ABR) $200 credit that can be used towards one of the following: o Indoor CompuTrainer Center (subject to availability) o PBC Clothing and accessories Priority sign-up for Indoor CompuTrainer Center Access to sponsored componets Participation in club rides Club rides are open to any club member or visitor unless specifically specified in an event announcement. Currently, all club training rides are open. Approved helmets are required by all riders to participate in club rides. Clothing It is recommended all club members wear club-sponsored clothing on all rides. An annual clothing order shall be placed unless there is a lack of participation or significant clothing changes are anticipated by the club. Clothing will be subsidized by club sponsors at a rate determined by the Board. ARTICLE II Funds The revenue earned by the organization, including membership dues, shall be deposited in a bank of good standing, in the name of the Peoria Bicycle Club, subject to the draft of the Treasurer or President. No sum of money exceeding the budgeted amount by $250 may be withdrawn from the treasury, except when approved by the Board of Directors. Finances At the December meeting each year, the Treasurer shall provide a written audit report to the membership. Budget No later than January 31 st of each year, the President shall explain and present for approval a proposed operating budget prepared by other members of the Board. The Board is authorized to adjust the subsequent operating budget. Assets Upon dissolution of the Club, the Board of Directors shall, after paying or making provisions for the payment of all of the liabilities and/or financial commitments of the Club, dispose of all of the assets of the Club in such manner as the Board shall determine, however, the distribution of such assets shall not be made until the majority of active and paid members have voted their approval. Any club member property loaned to the club shall be returned to members. ARTICLE III Election of Officers Beginning November 1, 2011, the nomination of the elected officials shall be made. Nominations will be accepted from the floor at the December meeting. The Nominating Committee s ballot, with write-in space, will be ed to all members by November 1. Ballots are to be marked and received by the Secretary no later than November 15. Board terms shall be for 1 year. The elected officers shall make up the Club Board of Directors. Meetings A Membership meeting, including the Board of Directors, shall be held annually, preferably in December. Special meetings may be called by the President at any time. Members may request a special meeting to be held to address any issue. Members shall be notified of any special meeting 15 days in advance. Order of Business The order of business at meetings shall be as follows: 1. Call to order 2. Review of minutes of previous meeting 3. Reports of officers 4. Reports of committees 5. Unfinished business 6. New business 7. Election of officers (if applicapable) 7. Adjournment ARTICLE IV Duties of Officers President The President shall be responsible for the Club s general management and shall oversee the affairs of the Club. The President shall preside at all meetings, shall have the power to fill any vacancy that may occur on the Board, and shall perform such other duties as this office may require. The President shall also be responsible for general membership and sponsored race programs. Vice President The Vice President shall preside in the absence of the President. The Vice President shall also oversee the Club web page and any marketing for the Club. Secretary The Secretary shall record and maintain the minutes of the meetings of the Club and distribute them to members of the club for approval prior to the next meeting. It shall be the responsibility of the Secretary to furnish a copy of the Bylaws to the members of the Club upon request. The Secretary will maintain a separate file of policy decisions and will add to the file as policy statements are established. The Secretary will also maintain nominations for the Board, as well as any proposals. Treasurer The Treasurer shall receive all moneys, pay all bills upon receiving proper approval, and maintain proper financial records, according to accepted accounting practices. The Treasurer shall also submit an annual financial report to the Board, and upon request make said report available to any Club member in good standing. Indoor Training Coordinator The Indoor Training Coordinator shall be responsible for maintaining the indoor training facility and training schedule for members. Article V Annual Race The club shall promote an annual race. The annual race shall be run by a race committee supported by the Board. The race shall be funded and organized in such a manner to be sustainable. The race committee shall submit a status report and budget to the Board at the annual meeting. The race committee shall be open to all club members. If there is additional interest, the Club may promote additional races. Article VI Subsidized Equipment If a Club member voluntary withdraws membership from the Club, any Club funded equipment including bicycles and components shall be returned to the Club or the Club member shall reimburse 50% of funded material for the first year and 25% for the second year. Club funds may be made available to eligible Club members every 2 years. ARTICLE VII AMENDMENTS Amendments to the Bylaws may be proposed by a member of the Board of Directors at any regular meeting. Upon agreement by a majority vote of the Board of Directors, notification of proposed Bylaw amendments will be mailed to all members at least 15 days prior to proposed action. Amendments to the Bylaws will be ratified by the Board of Directors at a regular meeting by a two-thirds majority vote. [ Back ]
