INTRODUCTION Punjab State Power Corporation Limited (PSPCL) intends to engage reputed and experienced agencies for Spot Billing & Related Activities for on-the-spot meter reading, generation of electricity bills and payment collection for DS/NRS consumers with sanctioned Load up to 20 Kw. The present process requires the following main activities on the part of PSPCL : A. Non-Spot Billing Areas: 1. Meter Reading The meter reader visits the consumer premises as per the pre-defined meter reading schedule and records the meter reading and the meter status of the consumer meter in a pre-printed meter blank stationery. The meter Blanks are collected by the Operation Sub- Divisions and sent to circle level customer service centers along with the advices as per the billing schedule. The Computer service center checks & compiles the meter reading data and advices and prepares a consolidated batch card and forwards the compiled data to DOEACC Computer center at Ludhiana/Chandigarh for data entry. The DOEACC gets the data entry work done through out-sourced data entry agencies, generate inconsistency reports and submits to PSPCL Clearance Center along with the source data. The clearance center verifies the inconsistent data with the source data and returns the corrections. 2. Bill generation: The DOEACC Computer Center receives the corrections from the Clearance Section and incorporates the same into the received data and advices. The Payments received in respect of the consumers for the billing group under processing are then posted into the consumers accounts. According to the applicable Tariff the bill calculation procedure is invoked and Intermediate Report is generated, which is checked by the PSPCL Clearance Staff, amendments, if any, are intimated to DOEACC, which incorporates them and generates the Bill Ledger, Bills, exception and other output reports. The generated output reports are transported to the respective Circle Level Computer Service Centers. 3. Bill Distribution : The Bills received from DOEACC Center Chandigarh are then given to the Operation Sub Division for disbursement to the consumers through corporation s Bill Distribution Staff. 4. Cash Collection : The DS/ NRS consumers are allowed a grace period of ranging from 15 to 21 days for making payment through Cash ( up to Rs 5000/-), Bank Draft, Banker s Cheque, Local Cheque up to the expiry of the grace period. The due dates for making payment by cash/ bank draft / cheque are mentioned on the bills. The cash collection in PSPCL is effected through the following: a. PSPCL Cash Collection Centers: These are 100% computerized cash collection centers which record the payment transactions and generate end-of day reports. These are likely to be connected to central server through VPN. b. On-line Cash Collection Centers: These are available in cities of Ludhiana & Patiala. These collection centers are inter-connected through WAN and record the transactions on the central Server 9 on-line. c. Retail Networked Payment Collection: PSPCL has engaged the services of Payment Collection Service Providers for cash collection. They have set up a number of collection sites at strategic places in Ludhiana and Patiala Cities. The cash collected is deposited in PSPCL account on daily basis and the cheques are physically sent to the concerned Operation Sub-Division. At present, an abstract of collections and a soft-copy of the transactions is made available to the Operation Sub-Division, which makes entries into its cash book and forwards the same to Computer Service Centers for transmission to M/s DOEACC Center for posting into consumers accounts. This system is being expanded to cover additional Operation Divisions and is also being up-graded to record transactions on-line and make them available to PSPCL instantaneously. d. Automatic Bill Payment Machines: 35 no Automatic Bill Payment Machines have been made operational at strategic locations within the state. 30 no additional machines are in the process of installation and shall be made operational soon. These shall be connected with the Central Servers through VPN. e. Post Offices & Banks : Selected Sub-Divisions have facility to receive the billing revenue collections through designated Post Offices and Banks. f. E- Payment :PSPCL has also introduced payment of electricity bills through internet. g. Co-Operative Societies: PSPCL has also engaged the services of co-operative societies for the purpose of payment collection. These agencies receive billing revenue h. Suvidha Centers: Set up under the district administration are also likely to be engaged for augmenting the existing cash collection functions. B. Spot Billing Areas: a. In-House Spot Billing: PSPCL has currently introduced on-the spot billing in 17 no selected Divisions where the Metering, Billing & Collection (MBC) processes are carried out as under: i. Meter Readings are recorded by the PSPCL own Meter reading staff and entered into the Spot Billing Machine (SBM) which contains a-priori data of the consumer (made available by DOEACC as per schedule). ii. Billing the SBM then generates the bill in accordance with the software logics embedded in the SBM, a-priori data in the SBM and the currently recorded meter reading. A calendar is also available in the SBM which computes the issue, due date by Cash and, due date by cheque which are printed on the bill. iii. Collection: in-house spot billing personnel are presently not allowed by PSPCL to collect payments from the consumers. The consumers are required to deposit their bills by modes of payment mentioned for non-spot billing 10 areas. b. Existing Out-sourced Spot Billing Vendors: M/s CSS Technergy Limited Hyderabad and M/s KLG Systel Ltd., Gurgaon are engaged for in spot billing of 23 no Operation Divisions. The MBC Processes for these include: i. Pre-processing: Advices including new consumer information is prepared and soft-copy submitted to Computer Service Center as per schedule for incorporation into the a-priori data to be prepared by DOEACC for loading into SBM. ii. Meter Readings are recorded by the vendor s meter reading staff and entered into the SBM which contains a- priori data of the consumer (made available by DOEACC as per schedule). iii. Billing the SBM then generates the bill in accordance with the software logics embedded in the SBM, a-priori data in the SBM and, the currently recorded meter reading. A calendar is also available in the SBM which computes the issue, due date by Cash and, due date by cheque which are printed on the bill. iv.
