Indeed, it is the only thing t  hat ever has.”    Margaret Mead    PUBLIC POLICY CLUB | RTE RESOURCE CENTER WINTER SCHOOL  The Idea:    While much responsibility lies with the government, we believe citizens have a critical role to play in bringing about social change. Social change requires action but it also begins with the understanding of ground realities and hence: Public Policy Club in association with RTE Resource Centre, IIM-Ahmedabad is organizing a practice based winter school that seeks to engage participants with the ground realities of the policy implementation and contribute to the public policy process. While the orientation program at IIM- Ahmedabad will expose participants to tools and frameworks of policy analysis that cut across sectors, participants will be expected to pick a facet of the Right of Children to Free and Compulsory Education Act (RTE), 2009 for field based policy research. The emphasis of the research will be to generate knowledge that would be of immediate value to citizens and facilitate the successful implementation of public policy.  Application Process   Eligibility: Participants should be currently enrolled in an academic institution.  Team Formation: Participants can apply in teams of two. Individual applications will also be accepted if the participants are unable to find team mates.   Application Deadline: 15 th  November 2014  Announcement of Results:  20 th  November 2014  Waiting list confirmation:  25 th  November 2014 Fees: Free. However,   Participants will have to bear all expenditure on travel, room and board. Limited accommodation available at IIMA for 200/per day for the orientation program.      PUBLIC POLICY CLUB | RTE RESOURCE CENTER WINTER SCHOOL Structure of the Event Orientation program at IIMA (14 th  December  –   18 th  December 2014)    A) Lectures:   1.   Introduction to Public Policy and Social Change      Equip participants with fundamental concepts of political economy and sound public policy to enable participants to understand the root cause of current challenges and effectively advocate for policy solutions through their current work and future professions.    Provide a broader perspective for assessing policy alternatives and understanding the policy process    Provide students with opportunities to conduct research and contribute to the study of public policy and the application of policy expertise in the real world 2. Lecture Series by IIM-A faculty members (tentative topics)    “Participatory Action Research Methodologies”      “Understanding the Policy Process”      “Law and Public Policy”      “Evaluation of Public Policy”      “  Analysis of policies beyond evaluation - queuing models, cost-benefit analysis, simulations ”   3. Lecture Series by Policy Practitioners    “Innovations in Public Policy”      “Careers in Public Policy”  B) Field visits in Ahmedabad:       Visit to different communities o   Interact with the various stakeholders o   Conducting surveys     Visit different schools o   Interact with principals and teachers regarding the progress of the kids o   Interact with the kids     Visit to the Ahmedabad Civil Society Organizations    Observing the processes at Government Office (District Education Office for RTE) Note: Accommodation at IIMA: Limited availability . Participants need to pay 200/day for the stay.    PUBLIC POLICY CLUB | RTE RESOURCE CENTER WINTER SCHOOL Study of a policy process in multiple cities (21 st  December 2014  –   30 th  December 2014)     During this stage the team will have to stay in their chosen city/town/village for 10 days and  would have to do primary data collection related to understanding policy process.  An example of the work that can be done by a team is the following:    Collect the contact details of bureaucrats, NGOs, social activist and journalist involved in education sector    Interview the District Education Officer (DEO) (or other relevant burearcrats) about the admission process and progress of RTE (we can ask you to administer this interview through a set of questions to ask /survey form)    Prepare a process map of policy implementation. The following map is just an indicative map of how a parent can avail benefit of RTE Section 12 (25% quota in private schools).  The details about how to create such maps will be undertaken during the orientation.
