parking sector has always been a great importance in terms of urban mobility, since it is a fundamental element in achieving a high level of accessibility in the city centres. In fact, many businesses and municipalities see an adequate supply for parking, especially for visitors, as crucial for their competitive growth. Yet, at the same time parking is, and will remain for most cities, the most powerful means of traffic restraint available. The enhancement of the urban environment is also partly dependent on adequately managing parking. Before this, user need to find an available parking and need to rush to find an agent to buy a coupon. The users need to scratch coupons and this cause wasting of their time, while using the user scratch the coupon it will make the action slow. Project that was developed entitle is Smart Parking System. This system is developed by mobile web applications and to detect the available parking. This system use an Ultrasonic Sensor for detect the available lot and Arduino. Before this, user should scratch and buy the coupon every time at nearest area shopping mall. If not user need to find agent to buy coupon then after that need to put the coupon in front of their vehicle. If the user did not put the coupon, the MPK workers will sue them. Furthermore, the Smart Parking System is to eliminate the unnecessary frustration drivers experience as user was easier to some user that use this system. By using this system the company will gain benefits also such as they can less their energy by checking the parking details using the apps. Use this system in selected area in Kangar under management Majlis Perbandaran Kangar (MPK).  1.2 Problem Statement Firstly, developer want to state about the old system has be used by Majlis Perbandaran Kangar (MPK). This system has been used is three that is coupon system, meter system, and ticket system. For coupon system has its own advantages but there is also have disadvantages for good that this system is able to facilitate the MPK assembly as this system reduces the cost of MPK from the employee's pay side. The disadvantage of this system is that consumers will waste time buying coupons and coupons that are easily damaged as a result of water for MPK These coupons can be copied right by the non-responsible parties. This meter system has disadvantages that the money is easily stolen from the miter and if this miter is damaged users can’t pay parking it is able to bring losses to MPK to r  eplace the new meter. Disadvantages, of the ticket system, the MPK needs to hire a lot of workers to keep parking lots and if the employees do not trust he can cheat and steal parking money. Second, the user needs to find a available parking lot and possibly be forced to turn two or three times to get a blank parking. the user will be harming the time there just to get parking. The effect of lacking parking slot will cause the drivers to have bad mood of consume to leave the shopping mall without purchase anything.
