Findings revealed low agreement of respondents to moral issues such as sexual immorality, environmental destruction, war and violence, human rights violations, materialism/consumerism, drug addiction/alcoholism, vandalism and gambling. However, graft and corruption is a serious moral problem in the Philippines according to them. Educators strongly agreed to more items than the students indicating a higher level of awareness on ethical issues. The solution to moral problems indicated by the educatorsas their top three priorities are: spiritual renewal led by church or Ulama, moral recovery program of the government, and making people realize their rights and duties through education. For the students, the top three solutions should be: education, moral recovery program of the government and school programs. Preventive measure for moral  problems according to the educators are: religious education program, program against drug addiction/alcoholism, sports/recreation program,environmental care, advocacy against graft and corruption, and values education. For the students, the preventive measures includes: program on drug addiction and alcoholism, religious education, values education, environmental care, and peace education. Education is simply dissemination or teaching both conventional and modern knowledge to enhance potential and initiative skills of an individual . Along the line , there are various and serious issues conglomerated and being seriously contaminated the educational system of the country. One of which is immorality  between teachers and students and justified corruptions of some leaders. Immorality between teachers and students are now becoming an immortal virus that gradually destroys the country’s mo ral value. This human activity sometime urges some leaders to engage in corruption to cope with their financial necessity. This is really a virus infestation that cannot be eradicated through weak moral educational system. Layman say that’s sometime it is already incorporated in our cultural system. And once that something is partof a system , this could hardly be eradicated. However, temporally mankind is awake and realizes that something is wrong in human world. The graft and corruption activities are now becoming a normal practice of some leader. Just a little time a lot of dignified person were involves in graft and corruption charges. Even the  present republic president was involved in such kind of immorality activities. However , in spites of those viruses that infested the Philippines human moral values, we  people of academic can locate possible solutions or avenues in reducing or even gradually eradicating such viruses” For Morality is the major concern of educational management  because it significantly affects the whole system of the human society” Thus, the  main concern of this research work is to determine the degree of Ethical Awareness and issues among secondary  –   educators and students in Maguindaanao Division , and to know the factors affecting the systems. METHODOLOGY Respondents The proposed educators- respondent were for the study were (200) however, one hundred seventy two (172) respondents were available during the survey time . For students-respondent , there were three hundred seventy eight (378) students chosen by cluster sampling. Survey questionnaire used was divided into four sets. The first set is the profile of the respondent, ethical issues perception, and suggested solutions to morality respectively . Simple statistical analysis was employed in the study (such as frequencies and percentages). Educator Respondents Forty one point nine percent (41.9%) of the educator’s respondent obtains a four year degree program, 41.3% had earned Master’s unit and 14.3% has obtained a master’s degree. One respondent had earned a doctoral degree or 0.6%, and only 2.3 % have earned doctoral units.   AARJSH VOLUME 1 ISSUE 20 (FEBRUARY 2014) ISSN : 2278  –  859X  Asian Academic Research Journal of Social Sciences & Humanities www.asianacademicresearch.org  76  Fifty seven percent (57%) of the respondent belong to Islamic faith and the rest were  belonging to other religious such as Catholic (11.6%), Protestants and other (31.4%) . students Sixty two point seven percent (62.7%) of the students respondents were female and 36. 8% male. Instrumentation There are four-part of questionnaires has been prepared. The part 1 is the respondent  profile. Part II is the perceptions on ethical Issues, Part III is the suggested solutions to the moral value problems, and Part IV is the recommended school programs, which may serve as contributing factors in solving and preventing ethical problems in Maguindanao Division. Data Gathering Permission to Maguindanao Division Superintendent was secured through letter of request stating the researcher intent . Upon approval the prepared questionnaires where distributed to the qualified respondent and retrieved as soon as accomplished. Treatment Data The ethical awareness and issues perception was determined by employing the four  –   point Lickert scale such as 1.0-1.49- strongly disagree, 1.5-2.49- disagree  –   agree, and 3.5 -4.0 strongly agree. The gathered data has subjected to simple statistical analysis such as, mean standard deviation, frequencies and percentages. For comparison of the two major respondent, Pearson correlation analysis was employed RESULTS AND DISCUSSIONS Educators The results of the study revealed that majority of the respondents were belonging to female ( 65.15%). It also shows that 41.9% of the respondent had obtained a four year degree ( 0.6% or 1 ) respectively. It was discovered that respondents were gradually striving to achieved higher level of education, for example 41.3% of the re spondent have earned a master’s unit and 2.3% for doctoral. This could be good indicator that people of Mindanao are now aware that education is one of the best tools for progress and development. The result also revealed that 75% of the respondents belong to Islamic faith and 31.4%  protestant, and 11.6% were catholic, respectively. Student The research investigation shows that there were 62.75% female and 36.8% belong to male characteristic. The student-parents educational attainments were found 44.7% were high school graduate, 5.8% were baccalaureate holder, and 6.6% with master’s degree unit. It also shows that 23.8% were elementary graduate and 12% college graduate and 12% college graduate and a function belongs to illiterate.   AARJSH VOLUME 1 ISSUE 20 (FEBRUARY 2014) ISSN : 2278  –  859X  Asian Academic Research Journal of Social Sciences & Humanities www.asianacademicresearch.org  77  The above educational profile of the students-parent shows that the community of Maguindanao division is moving toward greater understanding that education is the best tools for social life development this shows that the Philippines Educational system is being accepted by the magindanawn culture as system that gradually elevates their knowledge and wisdom. Issues Torre (1981) asserted that sexual immoralities are moral violations of the sacredness of human sexuality as a gift from god intend for procreation, conjugal, union , love and happiness of married couple. He further point out, immoralities include adultery, premarital sex, rape, sexual harassment, homosexuality, sex trade, pornography and other. A study conducted by the  Davao-based Talikaka Foundation inc. a private  group dealing with commercial sex workers, showed that majority of the estimated 6,000 prostitutes in the city of Durian were minors (Manila Bulletin, February 21,2002). Today’s Society is facing an incredible infestation and most dangerous problems re lated to sexual immorality. And now this issue is among of the major concern of academe, religion and other social in all walks of life. The International Labor Organization reported that there were a million of prostitute in the Philippines. The research revealed that sexual immorality is  perceived by both respondents as serious mortal problems in Maguindanao division, nevertheless, the results show that educators strongly agreed that illegal sexual activities are immoral doings of every God fears individual. Cabilo( 2002 mentioned that immorality is a serious problem among Filipino. On the other hand the educator respondents are much aware of the so called Immorality activities as forbidden to human and God’s rules. In spite of God’s full freedom given to mankind, he coded extremely that human activities must bound o its limits. Graft and Corruption Graft and corruption is amoral offence against public property specially funds for the welfare of the people . It is an act of fraud of deceit , whereby money for the people is taken fraudulently , it violates the rights of people to justice and common good… (Cruz, 1995). In the Philippine government social system, graft and corruption is considered as of the major and undying problems that the countr  y’s is facing. Layman’s say, that the country is seriously infested immoral issues. According to Manila Bulletin (1999) , that the country ranks as third most corrupt nation in Asia. Cabilo, (2002) , found out that graft and corruption is serious moral  problem in the country. He further reiterated that there activities become part of the culture. Recently , the most dignified republic servant has been found guilty of graft and corruption cased ( Inquirer. September 12, 2007). This is a sound indicato r that the country ‘s is already infested by immoral activities . So every knowing and thinking individual are now aware that graft and corruption is an infestation that could hardly be eradicated in the Philippines Government System. The research, finding both respondents shows that they were mostly aware of the immoral activities such as graft and corruption. Meaning these immoral doing is not a new but a conventional issue, sometimes started from the Country’s birth. On the other hand Graft and corruption is an infestation that could hardly be eradicated in an un Godly human system.   AARJSH VOLUME 1 ISSUE 20 (FEBRUARY 2014) ISSN : 2278  –  859X  Asian Academic Research Journal of Social Sciences & Humanities www.asianacademicresearch.org  78   CONCLUSION The results of the study revealed that both respondents were loaded of information about ethical awareness and issues. They indicated three top priorities in resolving moral problems in the society. First, spiritual renewal. Led by the Ulama and church; Second Moral recovery  program of the government; and third, educating the people regarding their role and responsibility in their respective community. The result alsoshow that poverty of a society is one and among of the major reasons why immorality issues continue to reign. Suggested solutions The serious concern of academic ,religious, and political society of this Republic is urgently necessary in reducing the frequency of immoral activities , they are the appropriate segment of the society that could gradually eradicate immoral activities . The academic and religious sector shall be responsible for appropriate and acceptable moral values education of laws and regulations relative to immoral activities. It the above- responsible sectors of the society joint their concerted efforts in controlling immoral activities in our nation we and you really agree that this nation infestation can be oppressed in a given time. Nevertheless, Cabilo (2002) reterated that moral recovery program of the government is necessary in depressing immorality in a learn society . He further found that injecting religious faith to the society reduces degree of immorality. Recommendations Based on the findings and conclusions of the study , the researcher makes the following recommendations: 1.   School administrators and teachers should develop their curricular and non-curricular  programs to include ethical issues in order to raise the level of awareness of both educators and students. 2.   The government should be clear about its stand on gambling so that the educators and students would know exactly its seriousness as a moral problem. 3.   Educators should focus on educational towards the solution to the problem of immoralities because they are deemed preferable. 4.   Administrators should organized or maintain school programs considered as  preventive measures to moral problems. Recommendations for further study: For further study, the following are being recommended: 1.   Perception on Ethical issues in Tertiary Schools 2.   Practices of students related to Ethical issues 3.   Parents Perception on Ethical issues ; its Implication to Education.
