Documentation Report Sta Maria, Lubao, Pampanga 3 Executive Summary The five-day Communities for Resilience (CORE) Training of Trainers for Higher Education Institutions (HEIs) and Local Climate Change Action Plan (LCCAP) Coaches is the first of a series of trainings to be conducted by the Climate Change Commission (CCC) and the Department of Interior and Local Government (DILG) with the academe as the repository of expertise, knowledge, and research in localities. The trainers training workshop is intended to prepare HEIs, the key target participants under the CORE training program, to become primary resources in providing technical support and guidance to local government units (LGUs) in the process of preparing proposa ls to access the People’s Survival Fund (PSF), conducting Greenhouse Gas Inventory (GHGI), and formulating or enhancing their Local Climate Change Action Plans (LCCAPs). For this first batch being conducted for the island of Luzon, the CCC has expanded the invitation from purely state universities and colleges (SUCs) and local universities and colleges (LUCs) to all HEIs, in order to engage private academic institutions, expand its reach, and bolster local climate change and local risk reduction efforts. In Day 1, participants were introduced to the scientific and logical bases of the CORE Program of the CCC, specifically on the key concepts of climate change adaptation and mitigation (CCAM) and on understanding weather and climate projections; and, to accessing the PSF, specifically on tagging climate change expenditures, preparing PSF proposals, and doing risk and vulnerability assessment important to proposal drafting. In Day 2,participants were guided in the conduct of the GHGI. Learning to do the GHGI using the Toolkit helps LGUs identify GHG levels and come up hard data to support identification of mitigation responses and including these in their LCCAPs and PSF proposals. In Day 3, participants were provided the groundwork for both the rationalized planning system (RPS) and the mainstreaming of Climate Change Adaptation  – Disaster Risk Reduction (CCA-DRR) in local development plans before being led step-by-step to a walkthrough of the enhanced LCCAPand Climate and Disaster Risk Assessment (CDRA) processes. In Day 3 participants applied what they learned in Days 1 and 2 in collecting and organizing information and doing an Impact Chain Analysis using for Teresa, Rizal, as case study for the workshops. In Day 4, participants were made to experience the rest of the steps required in doing the LCCAP: organizing their exposure database; identifying relative vulnerability and estimating risks; determining decision areas and key findings; recognizing implications, challenges, and opportunities; reviewing goals and setting objectives; identifying and assessing options; implementing, monitoring, and evaluating plans; and, adjusting and modifying accordingly. In Day 5, participants were commended for being the pioneering batch of the Training the Trainers Workshop for HEIs and LCCAP Coaches and were encouraged to step up and move forward with the CCC and the DILG in empowering, capacitating, and guiding their respective LGUs in conducting climate change assessments, planning, and implementation as well as in drafting science-based proposals for accessing the PSF. During the open forum, the participants raised concern over technical know-how, especially on local government planning and the conduct of the various assessments and steps in doing the LCCAP;  CORE Training of Trainers for HEIs and LCCAP Coaches  4-8 June 2018 Documentation Report Sta Maria, Lubao, Pampanga 4 the official mandate to institutionalize HEI involvement in LGU planning and the incentives or HEIs’ involvement; and, prioritizing and balancing adaptation and mitigation options in proposed activities. Moving forward, after the CORE Training of Trainers, participating HEIs are expected to: (a) Cascade the technical knowledge and skills they have learned to their respective LGUs, (b) provide technical assistance to help LGUs prepare and assess the quality of their LCCAPs, (c) innovate on the CDRA process to suit the particular needs of their localities, (d) translate the message of saving lives and attaining food security in understandable terms for local officials and their public, and (e) remain actively networked with CCC, DILG, and CHED. To date, a Memorandum of Agreement is pending approval between the Climate Change Commission and the Commission on Higher Education to institutionalize HEI involvement in local planning through the help of the Department of Interior and Local Government.
